Rules Governing Public Comment During Board of Commissioner’s Meetings

  1. The Board of Commissioners (BOC) shall hear public comment only during the Public Comment segment of the meeting, unless the item is a Public Hearing as required by Florida Law, in which instance the Public may comment at the time of the Public Hearing. The Public Comment segment will occur as the first item under New Business on the agenda.
  2. All members of the public wishing to address the BOC on an item shall place their name on a sign-up sheet and identify the particular item upon which they wish to make comment. Representatives of civic or community organizations wanting to speak on behalf of the organization shall identify the organization next to their name on the sign-up sheet. Individuals or representatives from organizations interested in providing comment can speak on any District related topic, not just items listed on the agenda.
  3. The Chairman shall request public comment from speakers in the order in which their name appears on the list. An individual speaker shall be given three (3) minutes to present his or her comments to the BOC and a speaker who has signed-up in advance as representing an organization shall have five (5) minutes to address the BOC. At the request of any Member of the BOC, a speaker’s time may be reasonably extended.
  4. If the matter requires a Public Hearing, the rules set forth above in Paragraph 3 shall be applicable.
